What is it?



The ‘Our Heartlands 2025’ initiative aims to invigorate heartland precincts, helping local merchants remain competitive and relevant. As part of this effort, the Heartland Enterprise Placemaking Grant (HEPG) supports merchants in organizing innovative placemaking activities, such as community engagement events, public art installations, workshops, and themed festivals. These activities are intended to complement ongoing events organized by local Community Clubs and Merchants’ Associations, ultimately driving business growth and increasing footfall in the heartlands.

How does it work?



The HEPG covers up to 50% of eligible costs for selected placemaking activities by heartland merchants, with a maximum support of S$10,000 per project. Eligible expenses include:

– Third-party consultancy
– Hardware, equipment, and software
– Marketing
– Professional services (e.g., event management, branding, creative works, audit)
– However, operational costs and commonly found placemaking activities like festive light-ups, bazaars, and traditional night markets are not covered under the grant.

Who is it for?



To qualify, heartland merchants must meet the following criteria:

– Be a business entity registered or incorporated in Singapore
– Have at least 30% local shareholding
– Have a group annual turnover not exceeding S$100 million or group employment not exceeding 200 employees, based on the most recent audited report
– Operate a physical storefront or shop in the heartlands.
